A working meeting with mine action operators was held under the auspices of UNHDA

A working meeting with mine action operators was held under the auspices of the Ukrainian National Humanitarian Demining Association, chaired by Deputy Minister of Economy of Ukraine Ihor Bezkaravayny and Director of the Humanitarian Demining Centre Volodymyr Baida.

The key topics of the meeting included the following:

1) engagement of subcontractors under contracts within the framework of the programme ‘Compensation of expenses for humanitarian demining of agricultural land’ (hereinafter referred to as the Programme), approved by Resolution of the Cabinet of Ministers of Ukraine No. 284 of 12 March 2024 ‘On Approval of the Procedure for the Use of Funds Provided in the State Budget for the Compensation of Costs for Humanitarian Demining of Agricultural Land’;

2) streamlining the possibility of reducing the volume of services provided in accordance with the Procedure (with recalculation of the cost of services), if there are objective reasons (location within cadastral numbers under a contract for the provision of services for buildings, landfills, reservoirs, fortifications, etc.);

3) finding ways to solve the problem of the lack of applications from agricultural producers for the demining of agricultural land in accordance with the Procedure;

4) reviewing the qualification requirements for procurement participants in accordance with the Programme; 5) creating a working group to develop amendments to the Methodological Recommendations for Calculating the Cost of Humanitarian Demining Works, approved by Order of the Ministry of Economy of Ukraine No. 9180 of 12 April 2024;

6) presentation and discussion of the Methodology for determining the productivity of demining works in terms of processes/methods, taking into account factors that affect the speed of work;

7) presentation and discussion of the Methodology for calculating the cost of demining works (services), taking into account productivity;

8) review of existing professional standards for training specialists in the field of mine action.

9) discussion of problematic issues related to the participation of national mine action operators in international procurement of relevant services (UNOPS, UNDP, etc.).
